Detailed description of project Type of services provided

The Project, realised in French, was entitled "Mission d'identification et de formulation de l'appui Sectoriel 'Appui a la stratégie nationale pour l'alphabétisation et l'éducation non-formelle du Maroc".

The project targeted the elaboration of the critical analyses of the existing strategy in non-formal education. Indicators for measuring the intervention needed to be proposed; baseline data and the measuring method of the indicators were identified.

The aim was to define a possible EU support for the sector using Sector wide approach (SWAp).

The seven domains of SWAp had to be covered:

  • The macro-economic framework
  • The sector policy and its implementation strategy
  • The mid-term expenditure framework in financial planning (MTEF)
  • The public finance management system of Morocco
  • The coordination system of the large donor agencies of the country
  • The monitoring and the technical assistance
  • The capacity building and institution development of the beneficiaries.

Programming EU sector-budget support for Morocco in the field of non-formal education.

The task was to formulate a mid-term action plan and link it to a mid-term expenditure framework (MTEF), what the country needs to do in non-formal education.

Morocco focuses on sector-wide approach (SWAP) in the development of the education sector, thus the expert of EUROPE Ltd supported the ministry staff in the re-formulation of the project-based strategy, and in its decomposition to action plan.

The decentralisation of the non-formal education, the further training of the teachers, the mechanism of monitoring and quality control were also addressed. The project enhanced the role of civil society (service-provider NGOs), as they are traditionally strong in non-formal education. The project assessed the financing needs of their human resource development.
