The Project was realised in French, entitled "Étude sur le développement de l’enseignement supérieur et de la recherché scientifique".
It targeted the diagnostic analyses of the public and privately funded higher education institutions, their curricula, their education staff, and students. It aimed to define the proper links between labour market requirements and the output of the higher education. On the scientific research side, the level of the research, its relevance in the covered scientific area and its link with the higher education was analysed.
Both areas required an observatory type monitoring on the performance, efficiency and effectiveness of the two subsectors; one of the aims was to define their result-oriented monitoring methodology.

This project is a basic research about the elaboration of a concept paper on the scenarios of the further development of the tertiary education sector in a developing country.
EUROPE Ltd gave a full team of experts, and a full quality assurance for the project. The elaboration of the First report with diagnosis of the higher education sector and recommendations to new strategic directions were completed in 2006. The organisation of a two-day workshop for 50 participants followed it. The corrected findings of the report were published in the Study on the further development path of the higher education and the scientific research, Niger. As the report was an excellent help to Niger, it was widely referred to in the professional community of education policy formulation in the former French-African states. The project could obtain the required involvement of many high-level officials of the Government, from ministries, including the Minister of Education. Thus, it attained the aim of being a policy formulation document with a wide support.
On the request of the ministries of education of Mediterranean countries, the Report was published on the Internet to serve as an example for MEDA countries (Morocco, Algeria) on higher education diagnosis and strategy development.
