Detailed description of project Type of services provided

The Education Sector Development Programme (ESDP) was initiated by the Government of Tanzania in 1996/97, and revised in 2001. ESDP attempted to translate Education and Training Policy into comprehensive and complementary sub-sector strategies. The first sub-sector programmes to be addressed were the Primary Education Development Plan (PEDP) (2002-2006) followed by the Secondary Education Development Plan (SEDP) (2004-2009). However, in the wake of the National Strategy for Growth and Reduction of Poverty, which promotes cross and intra-sectoral linkages between education and other sectors, there has been general recognition by stakeholders that the sector-wide approach (SWAp) now requires a broader planning, budgeting and monitoring process covering all sub-sectors.

The specific objectives are:

  • Clear articulation of the education vision for Tanzania;
  • ESDP strategic priorities reviewed;
  • Ten-year ESDP cost plan refined and incorporated into Chapter 4 of ESDP document 2001;
  • The ESDP dialogue structures reviewed.

On the financial planning side, budget support is expected from many donors as Tanzania is a heavily aid dependent country. (World Bank voted M$ 190, DfID M$239 for 2007). The 10 year plan, MTEF and budget guidelines for the sector and sub-sector Plans, the 2005 Public Expenditure Review have to be analysed and new budget support mechanism should be proposed.  
The monitoring methodology of the joint donor support has to be defined.

Redesign the 10-year educational development programme of Tanzania by setting priorities, defining budget allocations, cost scenarios, plans for the involvement of civil society, awareness raising for schooling. Performing presentation. Elaboration of the legal financing document for the government and for the Parliament.

EUROPE Ltd gave a full team of experts and a full quality assurance for the project with partly on-site management partly from the home office. Employees of EUROPE were present at the kick-off meeting and worked with the four short-term experts on the success of the project.
The project, hosted in the Prime Minister’s Office enjoys the support of five ministries:

  • Ministry of Planning, Economy and Empowerment;
  • Ministry of Finance;
  • Ministry of Education and Vocational Training;
  • Ministry of Higher Education, Science and Technology;
  • Ministry of Community Development, Gender and Children.
The expert team worked with the donor community, the civil servants of the five ministries as well as with the civil associations active in the education sector of Tanzania.

The Project helped the public administration reform, and the management of public finances. The team made presentation in the Parliament Committee in Dodoma.

As education is managed in a decentralised way, the project provided methodological guidance to better distribute the education sector’s operational and development resources.  Non-governmental organisations, associations of governments, and teachers’ associations were consulted during the social dialogue.
