EUROPE Ltd was member of the EU External Aid Framework contract consortium lead by HTSPE (UK) in Lot 9 for the period of 2005-2009. The Lot 9 sub-sectors include Education, Employment and Social projects where many tourism-related VET and labour projects need to be elaborated. Nevertheless, the assignment is a cross-sectoral study of the economy of the Eastern Cape Province of the South African Republic.
The Value Chain Research Specialist Support to the Implementing Authority and the Eastern Cape Socio-Economic Consultative Council project elaborated a detailed research in the relevant sectors to maximise the return on EU and government investment. It also evaluated previous EU and government initiatives, and recommended future priorities.

Performing research, writing cross-sectoral economic analyses of the Eastern Cape Province of South African Republic. In the Value chain Research Specialist Support to the Implementing Authority and the Eastern Cape Socio-Economic Consultative Council project, EUROPE Ltd provided industry experts and the presentation specialist, who presented the multi-dimensional data of the value-chain research in understandable form, including the use of geographical information system (GIS). It was used for decision makers to define future investment direction. The work was based on statistical research. Industry experts in local economic development, tourism, and agriculture elaborated value chains. They measured the value chains according to their contribution to the economy, in terms of creation of new employment, sustainability, return on investment (ROI), aspects of social cohesion. The value chains included a very detailed Tourism value chain, as well as a Social housing, and Agriculture value chains. The work started with an in-depth statistical survey of the industries concerned. The final document was published in report as well as in leaflet form. The supporting financial services (SME credits) and investment promotion tools of the government and of the Province were also detailed.
The elaborated Tourism report is widely used in South Africa, and considered an excellent study for the development of the tourism industry. The sector is in the focus of South Africa for the organisation of the World championship of football, but also as a means of poverty alleviation, and support to economic development, and the Black Economic Empowerment (BEE).
