The Ministry of Education of Hungary contracted EUROPE Ltd to elaborate a financial and professional controlling study, by visiting all four Medical Universities of Hungary and their clinics’ hospital and ambulance services.
The contract targeted to define the reason of differences in the financial performance of the four establishments:
- Semmelweis Medical University, Budapest;
- Debrecen University, Medical Centre;
- Pecs University, Medical Centre;
- Szeged University, Medical Centre.
While one University with its Medical Centre is able to operate its large network of clinics in a financially profitable way, the financially worst one has been accumulating operational loss in the last years.
All the four institutions are similar in size, have about 20 clinics each, financed by the National Health Insurance fund on a normative base. All are supervised by the Ministry of Education, being the medical universities of Hungary.

Elaboration of a financial and professional controlling study of four Medical Universities.
Four colleagues of EUROPE Ltd worked on the assignment. They visited the four medical universities. They compared the health care information and monitoring systems (IT software), their use, as well as the operational procedures.
The income and expenditure structure of the four institutions were compared and analysed. The hospital infrastructure planning, management, as well as the status of their building and equipment were scanned and assessed.
Recommendations were made to the four Medical centres and to the Ministry of Education on the introduction of a controlling system to compare the quantitative outputs and the related financial income of the four institutions.
