EUROPE Ltd was commissioned by EU DG Enlargement, Unit D2 (Financial Assistance Post Accession) to undertake On the spot monitoring visits in Poland. The main objective was to verify the attainment of the objectives of selected 22 Phare projects, compared to the fiche LogFrame matrix indicators.

Evaluation and monitoring of EU projects through site interviews & visits.
The collected information was filled in Monitoring Guidance Tables, ready for processing, analysing and conclusion making. The most important key findings are presented in the report:
- as project related general observations, discussing the key aspects of the monitored projects according to the five evaluation criteria of relevance, effectiveness, efficiency, impact, and sustainability;
- providing an overall assessment of achievement of results in the projects monitored;
- the compliance of the institutional framework (horizontal aspects of public finance, regulation, operation control, etc.).
Recommendations are formulated for the areas of:
- grant programming,
- support of central budgetary institutions,
- procedures for results evaluation,
- approximation of legislation (acquis communautaire),
- institutional building,
- further research,
- awareness-raising and visibility,
- environmental issues
- utilization of experience in the Structural Funds environment,
- central IT systems for monitoring purposes,
- monitoring methodology of future EU programmes,
- impact assessment of Phare grant schemes in the area of SME development;
- use of Cross Border Cooperation (CBC) project experience in the Interreg applications
- exchange of experience among the new EU member states.

The review also recommended changes in strategy or project implementation. </li> <li>Analyse the management and administrative framework within which the project is being implemented.</li> </ul> </td> <td style="width: 50%;" valign="top">Evaluation & monitoring services encompassed the evaluation of the progress since the project launch. <br /><br /><strong class="green_font">EUROPE Ltd</strong> provided the Micro Project Fund expert for this evaluation. The employees of <strong><span class="green_font">EUROPE Ltd</span></strong> read and commented the drafts of the mid - term evaluation report and helped the final version of it. <br /><br />The Project reviewed and analysed at mid-term the achievements of the PRP: <br /> <ul> <li>Under the Micro Credit Fund, review the fund allocation in accordance with EC policy on micro credit funds with a view to making recommendations on the most effective use of these funds at this stage in the life of the Programme.</li> <li>Under the Micro Project Fund, reviewing of the total grants disbursed by the involved local institutions and its monitoring system</li> <li>Stakeholder analysis to define stakeholders’ level of satisfaction and their level of commitment to the project, as well as their own perception of their involvement.</li> </ul> <br />The Evaluators used the EU Evaluation Methodology, and in their analysis the following criteria were detailed: relevance, efficiency, effectiveness, impact and sustainability.</td> </tr> </tbody> </table> <br /> <p><strong><br /></strong></p>
