Exploratory study into future cooperation between South Africa and the EU: Social Sector was a programming study for the period of 2007-2013, to point the desired support area as EU would give 900 million € during this period. The social sector covers education, health care, housing, water and sanitation issues according to the South African sector categorisation used also by EU Delegation there. The project involved all other EU national donor agencies active in South Africa, to harmonise the support. Because of the large donor stakeholder community the programming study used the sector-wide approach (SWAP), as methodology. The identified support areas follow the Millennium Development Goals of the country as well as the country strategy papers and relevant horizontal research studies analysed for the realisation of this first phase of support programming. |
Elaboration of the EU programming study for the period of 2007-2013.
EUROPE Ltd gave a full team of experts, and a full quality assurance for the project 'Exploratory study into future cooperation between South Africa and the EU: Social Sector'.
It means that the employees of EUROPE Ltd were present at the kick-off meeting, closing meeting and they worked with the four short-term experts on the success of the project.
The study provided alternatives to the Sector Policy Support Programme of EU, where the financial support would be paid through budget support.
The study also treated the issue of decentralisation of the support, as the budget in South Africa provides support to water, sanitation, housing and education through a well-established and transparent mechanism to the Provincial Treasuries.
