EUROPE Ltd was commissioned to elaborate a feasibility study on the further training of the 1300 civil servants of the Municipality of Budapest by using e-learning system.

The aim was to support the professional work of the department of the Municipality (Architecture and Landscaping, Tax, Education, Health, Finance, etc. departments) which supervise the institutions of Budapest and perform authority work.

The integrated learning management system targeted to provide IT, language and professional training.

The project was an excellent opportunity to work with the whole municipality. The experts of EUROPE Ltd had their offices in the municipality for the three-month duration of the assignment.

The following main services were provided:
Elaboration of a feasibility study about the further training of 1,300 civil servants of the largest local government of Hungary.

  • Mapping the work of the municipality.
  • Reviewing the IT and telecommunication technical capacity of the municipality for an e-learning based training.
  • Researching local governments’ further training methods and available curricula through the EU community programmes (IDEA).


In the frame of the assignment, all the departments were surveyed about their needs.

A full proposal was elaborated taking into account the investment and human resources’ needs of an e learning system introduction and its daily operation.

The result is a tender document that can be used to launch the project.

In the frame of the Economic Competitiveness Operational Programme, Measure: Support to Electronic governmental Services, the elaborated proposal was also presented to be financed under the EU Structural Funds support 2004-2006.
